Cintioli & Associati, founded in 2012 by Prof. Fabio Cintioli, Attorney at Law, is a Rome-based boutique law firm highly specialized in administrative law and administrative litigation, as well as in competition law and market regulation, with particular reference to antitrust matters. 

The team of 20 professionals, led by partners Fabio Cintioli and Giuseppe Lo Pinto, provides judicial and out-of-court assistance in the various areas of public law, including public contracts and services, infrastructure, communications, environment, public tenders and procedures, water and energy, transport and healthcare, administrative proceedings and proceedings before independent administrative authorities.

Fabio Cintioli
Name Partner

Founder of the Firm, Professor Fabio Cintioli graduated with honours in Law from the University of Messina in 1986. He has been admitted to the Bar since 1988 and is qualified to practise before the Higher Courts. He served as an ordinary judge in both criminal and civil matters and subsequently as a judge at the Regional Administrative Court (TAR). He was Justice of the Council of State and member of the Governing Council of the Administrative Judiciary, as well as assistant at the Constitutional Court. He served as Legal Advisor to the President of the Senate of the Republic during the XIV Legislature and as Secretary General of the Italian Competition Authority (AGCM). He has been a member of numerous ministerial commissions, including the Commission for the Reform of Company Law. He was also a member of the Commission established by the President of the Council of State pursuant to Article 1, paragraph 4, of Law No. 78 of 21 June 2022, for the reform of the Public Contracts Code. From 2010 to 2019 he served as a member of the Legislative Committee of the Lombardy Region. He has taught and continues to teach at several universities, including LUISS Guido Carli University in Rome, Bocconi University in Milan and the Sant’Anna School of Advanced Studies in Pisa. Since 2007 he has been Full Professor of Administrative Law at UNINT – University of International Studies of Rome (formerly LUSPIO). He has also taught at the National School of Administration. From September 2007 to September 2012 he was partner at Bonelli Erede Pappalardo and Head of the Administrative Law Department. His professional activity focuses in particular on public services and services of general economic interest, market regulation (especially electronic communications and energy), competition law, public procurement, litigation against public authorities, and administrative and accounting proceedings. He is the author of numerous articles and monographs in administrative law, administrative procedural law and public economic law, and collaborates with various specialised journals. 

Giuseppe Lo Pinto
Managing Partner

He has been a partner of the Firm since its establishment in October 2012. Within administrative law, he primarily deals with public services and services of general economic interest, market regulation (particularly in the transport, water and energy sectors), public procurement, urban planning and construction law. Over the years, he has gained in-depth experience in the pharmaceutical sector, with particular reference to vaccines, as well as in the field of state concessions. His activity ranges from out-of-court advisory work (with particular attention to procedural assistance aimed at identifying, together with the client, the most effective strategy for achieving the objectives pursued) to litigation before administrative and civil courts, including the Higher Courts. From April 2008 until the founding of Cintioli & Associati, he was Senior Associate in the Administrative Law Department of Bonelli Erede Pappalardo. From April 2003 to March 2008, he gained significant professional experience at the Rome-based boutique law firm D’Amelio e Sciacca, specialised in administrative law, where he also completed his legal traineeship. In March 2003 he obtained a Master’s degree in Corporate Legal Consultancy from LUISS Management in Rome with full marks (30/30). He graduated with highest honours from the University of Palermo with a thesis entitled “Private Participation in the Construction of Public Works – Project Financing”, with specific reference to and analysis of the innovations introduced by Law No. 443/2001 (so-called “Legge Obiettivo”). He has been a member of the Rome Bar since July 2006 and has been admitted to practise before the Supreme Court of Cassation and the Higher Courts since April 2016, having qualified through the competitive course-examination pursuant to Article 22, paragraph 2, of Law No. 247/2012.  Since 2024, he has been placed in band 3 by Chambers International magazine in the Public Law sector.

David Astorre
Partner

He has been a partner of the Firm since 2022, having joined it at the time of its foundation in 2012. He practises administrative and regulatory law, in both judicial and out-of-court matters. Over the years, the sectors in which he has specialised are public contracts (procurement and concessions, with particular reference to the so-called special sectors), transport (maritime, railway, airport and local public road transport), as well as competition and consumer protection. In all these sectors, he has gained significant experience in administrative litigation before the Regional Administrative Court (TAR) and the Council of State. From 2008 until the foundation of Cintioli & Associati, he worked as an Associate in the Administrative Law Department of the law firm Bonelli Erede Pappalardo. Previously, he completed his two-year legal traineeship at the Office of the Attorney General of the State and, at the end of this formative experience, further developed his expertise in antitrust law at the Legal Office of the Italian Competition Authority (Autorità Garante della Concorrenza e del Mercato). He graduated with honours from the University of Rome Tor Vergata in 2006 and, at the same university, upon completion of a two-year programme, obtained a Postgraduate Diploma in Legal Professions. He has been admitted to the Bar since 2009 and subsequently passed the competitive course-examination of the National Bar Council, obtaining qualification to practise before the Higher Courts from 2019. He is a member of the Italian Society of Administrative Lawyers and of the Roman Administrative Chamber. 

Cristiana Spagnolo
Of Counsel

She has been Of Counsel to the Firm since 2014. She primarily advises on the performance phase of public contracts, as well as on urban planning and construction law, with particular focus on expropriation proceedings. She also deals with matters relating to the granting of public funding, including issues arising in the post-disbursement phase. 
She has developed over ten years’ experience in contractual matters and related damages claims. 
Her practice covers both out-of-court and litigation matters before civil and administrative courts, including higher courts. 
She has been a member of the Rome Bar Association since 1996 and has been admitted to practice before the Supreme Court (Corte di Cassazione) since 2013. 
Previously, she gained significant professional experience first at Giovanni Pellegrino Studio Legale Associato, with offices in Lecce and Rome, and subsequently at D’Amelio, Sciacca e Associati in Rome, a boutique law firm specializing in administrative law. 

Sacha D’Ecclesiis
Of Counsel

In the field of competition law and consumer protection, he primarily deals with unilateral conduct, mergers, agreements and unfair commercial practices at both national and European level. Over the years, he has acquired in-depth experience in the IT-TMT, Energy & Oil, Pharmaceutical, Luxury & Fashion, Transport and Agri-food sectors, and has also developed specific expertise in the drafting and implementation of antitrust compliance programmes. He has provided assistance to numerous companies and associations in several investigative proceedings before the Italian Competition Authority (Autorità Garante della Concorrenza e del Mercato) and in the ensuing administrative and damages litigation before the national Courts, as well as before the authorities of the European Union.After completing a traineeship at the AGCM, he collaborated for several years with the law firm Chiomenti in Brussels and with the law firm Hogan Lovells in Rome, and subsequently became a partner of the law firm Orsingher Ortu, always practising European Union law, competition law and consumer protection. He graduated with honours in Law in April 1997 from the University of Bari and, having obtained a scholarship at the Instituto Superior de Ciencias Politicais e Sociais in Lisbon, he earned advanced diplomas in competition law from the University of Bari and in international commercial law from La Sapienza University of Rome, as well as a diploma of specialisation in law and economics of the European Communities. He obtained a Ph.D. in Public Economic Law and was a research fellow at the University of Bari, again in competition law. He was awarded the prize “Lawyer of the Year Rising Star 2017” – Energy Awards 2017, has been a speaker at conferences and seminars of national relevance, and is the author of several articles in the field of competition law. He currently collaborates with numerous specialised journals, is a member of working groups on competition matters, and is entrusted with teaching activities in antitrust law in post-university courses held at the most prestigious Italian universities. He is admitted to practise law. He speaks Italian, English, French and Portuguese. 

Dario Ruggiero
Of Counsel

He obtained a Degree in Law with honours from the University of Naples “Federico II” in 1995; he subsequently completed his legal traineeship, dealing primarily with issues of company law, insolvency proceedings, directors’ liability and judicial control pursuant to Article 2409 of the Civil Code. From 1998, following his specialisation in Law, Economics and Policies of the European Union, until September 2013, he collaborated with the law firm Bonelli Erede Pappalardo, first at the Brussels office and then at the Rome office, with a brief interruption in 2003 during which he was a Visiting Lawyer at the law firm Slaughter and May in London. He has been admitted to practise since 2000 and is also registered in the Roll of lawyers admitted to practise before the Higher Courts. In the course of his professional experience, he has assisted numerous undertakings in proceedings initiated by the Italian Competition Authority (Autorità Garante della Concorrenza e del Mercato) or by the European Commission, in the application of legislation concerning agreements, abuse of dominant position, mergers and unfair commercial practices, as well as in the subsequent administrative litigation, in particular before the Regional Administrative Court of Lazio and the Council of State. He has also handled numerous civil actions for damages for violation of antitrust legislation (so-called private enforcement). His activity has focused in particular on the sectors of publishing, postal services, insurance, telecommunications, production and distribution of gas and energy, air transport and airport services, gaming and betting, vaccines, technical gases, banking services, construction materials, and the management and recycling of hazardous waste. He has provided specific advice to operators in the postal and telecommunications sectors, also in the context of proceedings and consultations initiated by the competent regulatory authority (Authority for Communications Guarantees – AGCom). Mr. Ruggiero is also ranked by Chambers and Partners among the leading professionals in the sector in Italy. He has been a member of the Board of Directors of COBAT – National Consortium for Collection and Recycling. He has carried out and continues to carry out teaching assignments on European and national competition law within Master’s programmes and post-university specialisation courses organised by various institutions, including Sostenibilità Ambientale Fonti Energetiche (SAFE) and the Higher School of the Ministry of the Interior. He has been a speaker at conferences and seminars, as well as the author of several publications, on the regulation of postal services and on private enforcement. 
 

Valentina Novara
Senior Associate

She is a senior lawyer of the Firm. She carries out judicial and out-of-court activities in the fields of administrative law and civil law, inter alia in the following matters: port and airport concessions, transport law, banking law, healthcare and pharmaceutical law, public tenders for works, services and supplies, service concessions, urban planning and construction law, energy, local authorities, environmental law, public employment, electoral litigation, granting and revocation of public funding, labour law and social security law. 

Before joining Cintioli & Associati, from the time of its foundation in 2012, she worked as a Junior Associate at the law firm Bonelli Erede Pappalardo and, prior to that, she completed her legal traineeship at the District Office of the State Attorney in Palermo and collaborated with a law firm in Palermo specialised in administrative law. 

She graduated with highest honours in 2002 from the University of Palermo and in 2007 obtained a Ph.D. in “Human Rights: Evolution, Protection and Limits” from the same University. She is the author of several publications. She has been admitted to the Bar since 2005. She obtained eligibility for registration in the Special Register for representation before the Higher Courts following the successful completion of the competitive course-examination pursuant to Article 22, paragraph 2, of Law No. 247/2012. She has been registered in the Special Register for representation before the Higher Courts since 26 May 2017. 

Adriana Presti
Senior Associate

She practises administrative law, in both judicial and out-of-court matters. Over the years, she has gained significant experience in the fields of public contracts, maritime, railway, local public road transport and airport transport, environment, urban planning and construction law, as well as competition and market law. She joined Cintioli & Associati in December 2023, after collaborating with leading law firms in Italy and abroad, including the firm of Prof. Guido Greco, Attorney at Law, formerly Full Professor of Administrative Law at the University of Milan. She graduated in 2004, with full marks, from the University of Milan, with a thesis in administrative law entitled “The In-House Providing Model for the Management of Local Public Services”, and from 2003 to 2005 she undertook periods of study at the Faculté Internationale de droit comparé de Strasbourg, France, as well as a traineeship at Eurojust, The European Union's Judicial Cooperation Unit, providing assistance to the Italian Desk and contributing to the execution of important European Arrest Warrants. She has been admitted to practise law since 2009 and has been qualified to appear before the Higher Courts since 2021. She was Coordinator of the Rivista Italiana di diritto pubblico Comunitario (edited by Mario P. Chiti and Guido Greco), a speaker at conferences and seminars, as well as the author of several publications. She is a regular contributor to the online journal L'Amministrativista, Giuffrè Francis Lefebvre. She is a member of the Roman Administrative Chamber. 

Simone Greco
Associate

He carries out judicial and out-of-court activities in the fields of administrative law and public law. He has collaborated with the law firm Cintioli & Associati since October 2023, after completing his legal traineeship at a law firm with an academic profile, where he also deepened issues relating to commercial and corporate law. He graduated with honours in January 2020 from the University of Messina, defending a thesis in Constitutional Law, supervisor Prof. Antonio Saitta. During his university studies, he completed a traineeship at the Port System Authority of the Strait and also participated as a delegate for the Department of Law in the National Model United Nations – NY (NMUN) project, receiving the “Outstanding Position Paper Award” granted by the National Collegiate Conference for his in-depth analysis of issues related to sustainable development. He has been admitted to practise law since 2022. 

Giuseppe Roberto Falla
Associate

He obtained a Master’s Degree in Law from Roma Tre University in 2016, defending a thesis entitled “The Independent Regulation of the Banking Sector in Europe. Genesis and Prospects of the European Banking Authority” (supervisor Prof. Luisa Torchia, co-supervisors Prof. Giulio Napolitano and Prof. Carlo Colapietro), recognised by the examining committee as a “Thesis of Particular Merit”. After completing his legal traineeship at the firm of Prof. de Vergottini and at the firm of Prof. Caravita di Toritto, he obtained his professional qualification in 2019, being awarded the ‘Marco Ubertini’ prize for achieving the highest score in the ranking of the District of the Court of Appeal of Rome. He has carried out his professional activity in various sectors of public and administrative law, with particular focus on public procurement and concessions. He has provided assistance to private economic operators, public administrations and public companies, carrying out advisory work in out-of-court and judicial matters, representing clients before the Regional Administrative Courts. He has carried out teaching activities in the field of public procurement for public companies and for concessionaires of airport and motorway public services, as well as within a course organised by the university training institute ‘SAA School of Management’ of the University of Turin. He is among the authors of a manual on the Code of Administrative Procedure, as well as of articles and contributions on public procurement. After collaborating with other leading Italian law firms, such as Malinconico & Gentile, Tonucci & Partners and Grimaldi Studio Legale, in 2025 he began his collaboration with the law firm Cintioli & Associati. 

Luciana Battarino
Associate

She practises administrative law, carrying out judicial and out-of-court activities. She joined the law firm Cintioli & Associati Avvocati in December 2023, after gaining experience in the field of public procurement and public contracts in two boutique firms in Rome highly specialised in the sector, including the firm Brugnoletti & Associati. She graduated in International and Transnational Law from the University of Trento in 2018, defending a thesis in administrative law entitled “The Functionalisation of the Control System in Public Administration”. In March 2020, she obtained the second-level inter-university Master’s degree in Administrative Law (MIDA) at LUISS, with a thesis entitled “’Virtuous’ Choices in Public Procurement. A Study on Social and Environmental Clauses”, under the supervision of Prof. M. Clarich. She has been admitted to practise law and has been registered with the Rome Bar Association since January 2021. 

Natalia Riccio
Associate

She practises administrative law, carrying out judicial and out-of-court activities. Over the years, she has mainly dealt with public procurement and public contracts, collaborating with leading firms specialised in the sector and completing a period of secondment at a contracting authority. She has been part of the law firm Cintioli & Associati Avvocati since July 2021. She graduated with honours in 2017 from “LUISS Guido Carli” University in Rome, defending a thesis in Law and Regulation of Public Contracts entitled “The Institution of Reliance (Avvalimento) in the Public Contracts Code: from its European Origin to its Transposition into the National Legal System”. At the same University, she attended the Advanced Course in Energy Law and the second-level Inter-University Master’s degree in Administrative Law (MIDA). She has been admitted to practise law since November 2020 and is registered with the Rome Bar Association. 

Roberto Schneider
Associate

He practises administrative law and public law, carrying out judicial and out-of-court activities. In July 2021, he joined Cintioli & Associati, after having gained experience at the firms Lubrano & Associati and, previously, at DLA Piper, Litigation & Regulatory department. In 2017, he graduated with honours from the “Alma Mater Studiorum – University of Bologna”, defending a thesis in Administrative Law entitled “Legal Certainty and the Pursuit of Efficiency in Public-Private Partnerships in Light of the New Public Contracts Code”. In 2021, at the same University, he commenced a Ph.D. in Administrative Law, with a project aimed at analysing the role of the Administration and private parties in the implementation of public works through partnership arrangements. He collaborates in teaching activities in Sports Law at “LUISS – Guido Carli” University and is the author of contributions on Administrative Law for the portal “L’Amministrativista”. He has been admitted to practise law since November 2020. 

Francesco Tomasicchio
Junior Associate

He practises administrative law and competition law in both judicial and out-of-court matters. He has been part of Cintioli & Associati since 2025. In the same year, he obtained a Ph.D. in Comparative Private Law (graded excellent with honours) from the University of Rome “La Sapienza”, with a research topic entitled “Administrative Limits to Private Autonomy. The Conforming Power in the Italian and United States Experience”, and he is an adjunct professor for the course Administrative Acts within the University Master’s programme “Public Management” (Directorate for Education, Training and Employment Policies – Lazio Region) at LUISS Guido Carli University in Rome. At the same University, he is a teaching assistant (Cultore della materia) in Administrative Law I and II, collaborating with Professor Aristide Police. In 2024, he was a Visiting Scholar for the Spring Term at Columbia Law School in New York, where he attended the course Law After Neoliberalism and the legal seminar Is The Supreme Court Remaking Administrative Law. In 2023, he obtained admission to practise law in the district of the Court of Appeal of Rome. He graduated in 2021 (grade 109/110) with a thesis in Constitutional Law from the University of Rome “La Sapienza”. He is the author of several scientific contributions in the field of administrative law in Class A journals and is a member of editorial boards of journals. 

Stefano Codovini
Junior Associate

He practises Administrative Law in both judicial and out-of-court matters. In November 2025, he joined the law firm Cintioli & Associati, after having gained experience at the law firm Brancadoro-Mirabile in Rome, collaborating with Prof. Vincenzo Cerulli Irelli, Attorney at Law, and at the law firm Sfera Giuridica – Avvocati Amministrativisti in Milan. He completed his legal traineeship exclusively in the field of Administrative Law. He graduated in 2018 from the University of Perugia and obtained the Postgraduate Diploma in Legal Professions from the Specialisation School (SSPL) “L. Migliorini”, established at the same University, with a final paper entitled “The Duty to Provide Reasons in In-House Awards”. He has been admitted to practise law since October 2022. 

Flaminia Lipani
Junior Associate

She carries out judicial and out-of-court activities in the field of administrative law. She has collaborated with the law firm Cintioli & Associati since April 2021, after successfully completing 18 months of legal traineeship at the Office of the Attorney General of the State. She graduated with honours in October 2019 from “LUISS Guido Carli” University, defending a thesis in administrative law entitled “The Regulation of Public Companies in Light of Legislative Decree No. 175 of 19 August 2016: Corporate Crisis and the Liability of Corporate Bodies”. She has been admitted to practise law since 2022 and is registered with the Rome Bar Association. 

Marco Ingiulla
Junior Associate

He specializes in competition law, consumer law, and market regulation law, carrying out both judicial and extrajudicial activities.

Before joining Cintioli & Associati in 2026, he collaborated with a leading national law firm and, prior to that, carried out an internship at the Technical Secretariat Office of the Arbitrator for Financial Disputes (ACF) established at CONSOB.

In November 2020 he graduated with honors from L.U.I.S.S. Guido Carli University in Rome, defending a thesis on punitive damages.

In July 2022 he obtained a second-level Master’s degree in “Competition and Innovation Law” from L.U.I.S.S. School of Law, with a final paper titled “Relevant Market and Abuse of Dominant Position: A Look at the Energy Sector”.

He has also held teaching assistant positions (collaborazioni integrative alla didattica) in Antitrust Law.

Tommaso Di Prospero
Junior Associate

He practises administrative, regulatory and competition law, both in judicial and out-of-court matters. He graduated from Roma Tre University in March 2022, defending a thesis in Administrative Law entitled “EU Regulation 452/2019 on the Screening of Foreign Direct Investments and European Cooperation”, supervisor Professor Giulio Napolitano. Since 2023, he has been a Ph.D. candidate in Public, European and International Law at the University of Rome “La Sapienza”. He collaborates, as a teaching assistant (Cultore della materia), with the Chair of Administrative Law of Professor Aldo Sandulli at the Faculty of Law of LUISS “Guido Carli” University. He is the author of several scientific contributions in the field of administrative law and public economic law. He has been part of the firm Cintioli & Associati since 2024, after completing his legal traineeship at a leading national law firm. Also since 2024, he has been admitted to practise law and is registered with the Rome Bar Association. 
 

Marco D'Auria
Junior Associate

He practises administrative law and competition law, both in judicial and out-of-court matters. He graduated in 2019 from “LUISS Guido Carli” University, defending a thesis in consumer law entitled “Alternative Dispute Resolution in Consumer Matters”. After completing his legal traineeship at a law firm specialised in the sector, he obtained the Postgraduate Diploma in Legal Professions from Roma Tre University in 2021. In the following years, he attended the legal training course JusForYou (Scientific Director, Section President of the Council of State Roberto Giovagnoli). He obtained admission to practise law in 2022, in the district of the Court of Appeal of Rome. He has collaborated with the law firm Cintioli & Associati Avvocati since 2025 and is registered with the Rome Bar Association. 

Benedetta Preite
Trainee

She carries out judicial and out-of-court activities in the field of administrative law. She has collaborated with the law firm Cintioli & Associati since October 2024. She is registered in the Register of Trainee Lawyers of the Rome Bar Association, where she carries out her legal traineeship. She graduated in March 2025, defending a thesis in Administrative Law, supervisor Prof. Aristide Police, entitled “Public Procurement and Digital Innovation. The Balance between Process Automation and Administrative Discretion in the New Public Contracts Code”. During her university studies, she completed a traineeship at the Consulate General of Italy in Lugano, following her selection for the “MAECI-MUR-Italian Universities Internship Programme”, organised by the Ministry of Foreign Affairs and International Cooperation.

Numerous shipping companies regularly turn to the professionals of Cintioli & Associati not only for antitrust issues, but also for assistance in their relations with the Ministry of Transport and the local Maritime Authorities. • investigative proceedings of the Italian Competition Authority concerning restrictive agreements and abuses of dominant position;
